On September 30, 2025, the Ministry of Economy, the European Investment Bank (EIB), and Endesa completed a pivotal financing agreement consisting of two loans totaling €650 million aimed at modernizing and digitizing Spain's electrical distribution network. This significant investment is expected to improve infrastructure resilience and enhance electricity supply security across six autonomous communities.

The funding includes a €500 million loan through the Autonomous Resilience Fund (FRA) and a €150 million loan sourced from EIB’s own resources. According to reports, these funds will be allocated to key improvements such as smart meter installations, new transformers, substations, and underground cabling, which are crucial for adapting the network to climate change while incorporating renewable energy sources more effectively.

This initiative is part of the broader Spanish Government's Recovery Plan and aligns with the European Union’s REPowerEU objectives, emphasizing energy security and a transition toward sustainability. Notably, over half of the investment will be directed to cohesion regions, areas that fall below the EU income average, reinforcing the government’s commitment to regional equity and economic development.
